How we're funded
The majority of our funding comes from the federal Congestion Mitigation and Air Quality (CMAQ) Improvement Program. This funding is administered regionally by the Metropolitan Council as part of the region’s Travel Demand Management (TDM) Plan. Our organization, along with three other regional Transportation Management Organizations (TMOs), work to meet the objectives of this plan.
The other component of our funding comes from local organizations. The federal funding we receive requires this to account for at least twenty percent of our funding. These funds come from a variety of sources including contracts for services with the City of Saint Paul and Ramsey County as well as grant funding.
For our 2010 fiscal year additional support came from the State of Minnesota as part of an Urban Partnership Agreement (UPA) between Mn/DOT and the federal government. These funds will support our work with eWorkPlace, a program for Twin Cities metro area employers to promote telework, as well as other projects that aim to ease congestion in the 35W corridor.
Our work is also supported by Bike Walk Twin Cities, a federally-funded initiative to increase biking and walking and reduce driving in Minneapolis and neighboring communities. These funds directly support our Smart Trips Neighborhoods program which helps St. Paul residents replace car trips with those made by bus, bike and foot.
